According to the Anaheim housing law, a landlord in an unfurnished rental accommodation may ask for maximum twice the monthly rent as a security deposit from the tenant. However, in practice most of the landlords ask for less.

The landlord may ask for thrice the monthly rent for a security deposit if it is a furnished rental accommodation. In fact, everything, which is paid to the landlord at the time of moving in except rent is regarded as security and is 100% refundable.
