George Hansen was one of the founding members and pioneering settler, having surveyed about 200 acres of land in the region. The area is the present downtown area of Anaheim. The foundations of business were laid around mostly amongst wineries as conditions like moderate climate and fertile lands and other suitable agricultural factors brought the settlements to turn thicker over the years.

After a brief disruption of the business in wines, a gradual development in other resources soon came by allowing the settlers to regain momentum towards building a smart city.

The city of Anaheim functions under the council-manager government. A City Council enjoys all the legislative authority. It consists of a team of 5 nonpartisan members. These members take the service of a city manager who professionally presides over the everyday administration and business operations.

The mayor functions as the chief presiding officer in the city council in a function which is a first among equals. All the council seats/members get elected. The mayor and the four members belonging to the city council are elected by the voters for a period of four years. Under the law, an individual as a city council member may serve maximum two terms and also two terms as a mayor.
